En primer lugar, la Unión Europea (UE) -que agrupa a todas las naciones del viejo continente- ha manifestado su preocupación y rechazado las amenazas de que son objeto los vocales del Tribunal Supremo Electoral que votaron en contra de la habilitación de Evo Morales y Alvaro García como candidatos a un cuarto mandato.
Esa inquietud del mundo europeo fue apoyada por el presidente de Estados Unidos, Donald Trump, que se solidarizó con dicha reacción, al emitir un pronunciamiento mediante el cual expresó su preocupación en relación con el respeto a la Constitución Política del Estado y la voluntad popular.
Ese comunicado señaló que “Estados Unidos se suma a la Unión Europea para subrayar la amenaza contra los jueces del Tribunal Supremo Electoral no son propicias para crear las condiciones necesarias para celebrar elecciones libres y justas el 2019”. Agregó, asimismo, que “el respeto a la independencia del Poder Judicial, el pluralismo político y la libertad de expresión son derechos fundamentales y pilares fundamentales de la Democracia y el estado de Derecho”.
Ese pronunciamiento del gobierno de Estados Unidos se sumó a una declaración previa de Washington, en la que manifestó gestionar la paralización de los créditos de organismos internacionales para Bolivia en vista de los escasos resultados en la lucha contra la trata y tráfico de personas. En la misma oportunidad se dijo que Washington restringiría el acceso de Bolivia al Sistema Generalizado de Preferencias Arancelarias, en caso de no ser modificada la legislación que permite el trabajo infantil. A la par, se dijo que la administración de Donald Trump estaría dispuesta a aplicar sanciones no solo contra algunos países, sino específicamente apuntar a los líderes de cada uno de ellos y que están violando los principios y valores democráticos.
En esa forma, el mundo está poniendo e sus ojos en Bolivia con motivo del desconocimiento al principio constitucional (Art. 168) que no permite la re-reelección presidencial, el desconocimiento al referéndum del 21 de febrero de 2016 y otros. En reacción a los conceptos de EEUU y la UE, el canciller Diego Pary les pidió abstenerse de intervenir en asuntos internos de Bolivia.
